During the attacks on 11 Sep ‘01, Shrub did what he, as President, was supposed to do. That means he wasn’t making decisions. He never does what he’s supposed to do. He’s too ducking Fumb!

What I found was that the mind was very small and belonged to a has-been, never-was, washed up country singer and ex-DJ and on top of all of that, it turns out that he is involved in an MLM pyramid scam of which the most accurate analogy is that of a leech who survives on the blood of it’s unwitting victims.
